Operators will provide Roskomnadzor with data that allows them to recognize communications equipment and user equipment on the Internet. This was done in order to prevent access to resources blocked in Russia.

In other words, Roskomnadzor will be able to obtain information about users who access blocked sites.

The corresponding order was developed for the purpose of implementing measures in accordance with the law of August 8, 2024 No. 216, which, in turn, amends the law “On Information, Information Technologies and Information Protection” and develops legislative acts of the Russian Federation.”

Roskomnadzor must begin receiving data from operators within 3 months after the order comes into force. They will be able to meet this requirement using the technical threat countermeasures (TCCs) that they have maintained on their networks since 2019.

Operators must take 15 business days to transfer subscriber data from the moment they begin providing Internet services or connecting to another operator’s network. [Ведомости]
