Roskomnadzor will not collect data on users’ devices that bypass blocking, the agency’s press service told RBC.
Initially, people started writing about this after it became known about a new order from Roskomnadzor, obliging operators to hand over the IP addresses of subscribers who access blocked sites. The department clarified what exactly is meant in the document:
The draft order of Roskomnadzor involves the collection of network addresses that are used by telecom operators in various constituent entities of the Russian Federation to update filter rules in order to counter computer attacks, including DDoS attacks. Information about users’ sensitive devices is not collected because it is not required to counter threats.

At the moment, the order is at the development stage, and it is possible that it will be finalized.
