“Communication operators who received a license to provide communication services before the entry into force of this law are obliged to provide information that allows them to identify communication media and user equipment (terminal equipment) in the information network and Internet telecommunications,” the document says. .

According to him, operators must start providing information about RKN users within three months after the order comes into force. Operators will be able to meet the requirement using technical threat countermeasures (TCM), which have been installed on their networks since 2019.

The new requirements will allow Roskomnadzor to receive data about users who visit sites blocked in Russia, writes Vedomosti. The explanatory note notes that the project was developed to implement the norms of Federal Law No. 216-FZ of August 8, 2024. In particular, it prohibits the dissemination of information that offends human dignity and public morality, and also expresses a clear lack of respect towards society.
