The publication’s journalists were convinced of the problems. Video loading is not available or occurs very slowly, and in some cases a few seconds of the video load, but the download does not continue, RBC noted. Messages about the failure from users on specialized portals have been recorded since midnight on December 19.

The publication’s source in the media market expressed fear that YouTube may suffer a “total block”, including the mobile version. “Previously there was a 30% block and only on desktop computers, but from mid-December they will be strengthened and blocked completely,” the source said.

A second source from the IT industry confirmed to RBC “a serious, but not yet complete, slowdown of YouTube on mobile devices,” noting the presence of “user queues” and complaints.

RB.RU contacted the press service of Roskomnadzor for comment.

Previously, on December 19, Vladimir Putin, during a direct conversation, mentioned the conditions for the resumption of YouTube in Russia. The president said that if Google and its video hosting site want to operate in the country, they must comply with local laws and not carry out propaganda.

Users began complaining about YouTube slowing down in Russia in late July. Roskomnadzor explained the problems with the service by saying that Google “has stopped supporting the infrastructure of its cache servers in our communication networks.” The company itself stated that it was aware of the problems, but emphasized that it had nothing to do with them.
