Russian hosting providers will increase prices by 5% to 15% in early 2025 due to tax changes and to meet requirements to install operational intelligence systems (SORM) on their infrastructure. According to Tsaplin, the cost of SORM software is in the range of 5 to 10 million rubles, but if we talk about SORM software and hardware, then hardware is added to this amount, which is subject to a number of requirements, including certification. .
Prices for SORM software and hardware are not fixed and “almost everywhere are requested,” but some components cost between 300 thousand rubles and 1 million rubles, Tsaplin noted. He clarified that the exact number of elements required is known only during implementation.

The price is also affected by technical support and modernization of the system, which can account for up to 30% of the SORM installation cost, Sergei Ryzhkov, head of the hosting and professional services department at Reg.ru, told Kommersant.
The Ministry of Digital Development told the newspaper that they are not involved in the sale and price control of SORM hardware and software systems. The ministry stressed that it has not received any complaints about the increase in equipment prices by telecom operators and suppliers and will “clarify the relevant issue with the industry.”
Hosting providers have only just begun to implement the new requirements for installing SORM, so in 2024 this factor will not be able to influence the price increase, says Sergey Ovchinnikov, general director of Norsi-Trans (manufacturer of SORM). .
At one of the hosting providers, the increase in the cost of services was associated with the tax reform. We are talking, among other things, about the introduction of a five-level personal income tax scale, an increase in income tax from 20% to 25% and other changes that will come into force on January 1.
In December 2023, a law came into force in Russia according to which hosting providers must register in the corresponding Roskomnadzor registry to provide services in the country. As of mid-December, the regulator’s list included 479 companies and individual entrepreneurs.
