From the document it appears that “digital currency mining, including participation in a mining pool” is being prohibited in the regions of Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, Chechnya, DPR, LPR, Zaporozhye and Kherson.
Additionally, cryptocurrency mining will be limited in some territories of the Irkutsk region, Buryatia and the Trans-Baikal Territory. The ban in these regions will be in force during the peak of energy consumption: in 2025 they will fall from January 1 to March 15, in subsequent years – from November 15 to March 15.
The TASS government stated that the list of regions is not final and may change based on the decisions of the government commission for the development of the electrical industry. They added that the restrictions are necessary to maintain a balance in energy consumption taking into account the needs of the industry.
In mid-November it became known that Russia could ban mining in some regions; The Ministry of Energy presented a similar proposal.
Kommersant wrote that the ministry has been fighting large cryptocurrency miners for the past few years, which the department says is aggravating local energy shortages. At the same time, the main objective of the Ministry of Energy is to motivate miners to move to regions with excess energy capacity, the newspaper explained.
Cryptocurrency mining in Russia has been legalized since November 1 thanks to a law that Vladimir Putin signed in August 2024.
