Lawyers and IT experts allow the introduction of fines for using VPNs and other services to bypass blocking.

Yuri Gizatullin, founder of the IT company TIQUM, said that Roskomnadzor has the means to use VPN for identification purposes. However, this is resource intensive and may raise user data privacy issues.

Creating a law on fines for VPNs is possible, but implementing them is unlikely. Using an example, the boundary between legal and illegal use is almost impossible to determine. Many VPN services are used not to bypass blocks, but to ensure cybersecurity, for example.
