According to FCS statistics, most of the time the service identified understatements of the customs value of goods, the declaration of unreliable or erroneous information on the EAEU classification code and illegal trafficking of imported goods. “The system of selection of control objects ensures dynamic growth of the results of ensuring the replenishment of the federal budget by identifying charges that were not paid at the declaration stage,” notes the press release of the service.
Thus, the Federal Customs Service added 36.2 billion rubles to the budget, 80% more than the figures for the first nine months of 2023 (20.2 billion rubles).
Customs control measures are traditionally tightened in the last quarter and customs officials can adjust the price of the same goods to varying degrees, Yulia Shlenskaya, head of customs and logistics operator KVT Service, told the newspaper. According to her, the company first collected an additional 17 thousand rubles in payments for shipments of goods with identical parameters, and then 100 thousand rubles. The same happened with other companies in the market, said the expert.
A representative of the Federal Customs Service told Vedomosti that the increase in additional charges is a consequence of the service’s better work in applying the risk-based approach and automating inspection activities. 55% of the total amount of surcharges for nine months of this year came from the control of the customs value, another 19% from the control of the reliability of the EAEU classification code.
This year, the Federal Customs Service also initiated control over the inclusion of dividends from the sale of goods in the customs value, which generated another 11.3 billion in additional charges.
Next year the trend of increasing customs fees will continue, says Olga Sorochinskaya-Vakaryuk, head of the declaration department at Shuttle Logistic. This is due both to the weakening of the ruble and the tightening of customs controls, and to the growth of foreign economic activity of Russian companies, the expert believes.
