In 2025, the Ministry of Industry and Trade will expand the list of products from “hostile” countries that are subject to higher import duties. This was reported to TASS by the head of the department, Anton Alikhanov.

According to him, the decision to include products on the list will be made in proportion to the degree of import substitution. “I would like to point out that we plan to put more emphasis not on the consumer segment, but on industrial goods,” the minister added.
Alikhanov added that the ministry already has “a package of proposals according to which Russian manufacturers would like to increase the level of tariff protection.”
In 2022, additional import duties of 20-50% on products from “hostile” countries were introduced by government decree. In December they were extended until the end of 2025. The list includes weapons, perfumes, wine, beer, household chemicals, plywood, wallpaper, confectionery, batteries and other product categories.
Previously, the head of the Ministry of Agriculture, Oksana Lut, at a meeting of the Federation Council, did not rule out increasing import duties on flowers from “hostile countries” in order to support the national economy and “provide a market for flower growers “. According to her, imports from these places account for up to 19% of all flower supplies to Russia.
