Singapore ranked first in the number of visa-free destinations available to its citizens in 2025. Singapore passport holders can visit 195 of 227 countries without a visa, according to consulting firm Henley & Partners’ annual Passport Index ranking, published in its website.

In second place is the Japanese passport (193 visa-free destinations). In third place are France, Germany, Italy, Spain, Finland and South Korea, whose citizens can visit 192 countries without a visa.
Fourth place was shared by seven EU countries: Austria, Denmark, Ireland, Luxembourg, the Netherlands, Norway and Sweden (191 destinations). Fifth place was taken by Belgium, New Zealand, Portugal, Switzerland and the United Kingdom with 190 visa-free destinations.
Last on the list is Afghanistan, whose citizens can only visit 26 countries without a visa. The five weakest passports also include Syria (27 visa-free destinations), Iraq (31 destinations), Yemen and Pakistan (33 destinations).
The Russian passport rose in Henley & Partners’ ranking from 51st to 46th, but the number of countries available to its holders to visit without a visa decreased from 119 in 2024 to 116 in 2025.
Henley & Partners has produced the Passport Index since 2006 in collaboration with the International Air Transport Association (IATA). The consultancy firm noted that its forecast for 2025 indicates an even greater increase in the migration of millionaires around the world. Analysts expect 142,000 wealthy people with $1 million or more in liquid investment capital to move and seek new horizons.
