As the ministry told TASS, establishing “fair tariffs for cellular communication services” requires “a detailed study of aspects such as technical, organizational, commercial, security and billing issues,” which is why it is proposed to postpone the date of implementation of the project from 2025 to 2030 thousand.
“Taking into account the need for further study of these issues in the context of each country and telecom operator, it is proposed to extend the implementation of the plan no earlier than 2030,” the ministry said.
In March 2023, it became known that Russia intends to cancel roaming with the EAEU countries (Kyrgyzstan, Kazakhstan and Armenia) before 2025. It was reported that until the end of 2024, operators will have to reconsider prices for mobile communications in these countries.
In May 2024, the Minister of Competition and Antimonopoly Regulation of the Eurasian Economic Commission (EEC), Maxim Ermolovich, announced that work on introducing rules for the use of “fair tariffs” is scheduled to be completed by April 1, 2025.
Ermolovich spoke about this during a meeting of the Interstate Council on Antimonopoly Policy of the CIS Member States. At the same time, the EEC Minister added that starting in the second quarter of 2025, operators should begin to provide roaming communication services at fair rates close to their homes.
