In March 2025, the State Duma will be able to consider a bill that would completely ban the retail sale of vaporizers and liquids for them. This is stated in the draft decision of the Duma Health Protection Committee, which TASS reviewed.

The bill was initiated by deputies of the Communist Party of the Russian Federation. State Duma Speaker Viacheslav Volodin sent the initiative to the health protection committee at the end of December. “Propose to the Council of the State Duma to include the specified draft federal law in the approximate program of legislative work during the spring session of 2025 (March),” the committee’s draft decision reads.

The bill proposes to prohibit the wholesale and retail trade of “nicotine (including that obtained by synthesis) or its derivatives, including nicotine salts, as well as liquids and devices for consumption whether or not they contain nicotine.”

The authors of the initiative explained the need to ban vaping due to “the rapid increase in the number of users of these devices, especially among adolescents.” They also noted weak regulatory oversight of the industry “due to a government-imposed moratorium on unscheduled inspections.”

“The establishment of a complete ban on the sale of such products under current conditions is considered a necessary measure to improve public health. Similar practices exist in many developed countries around the world,” the explanatory note states.

On December 18, the State Duma approved in first reading a bill to toughen penalties for the sale of tobacco, vaporizers and hookahs to minors. According to him, the maximum fine for individuals will be 300 thousand rubles, for officials – 700 thousand rubles, for legal entities – 2 million rubles.
