The authors of the study note that in 2024, Russian developments for the first time bypassed OpenAI solutions for implementation in Russian companies. This is not surprising, since OpenAI does not officially work in Russia, and there is no direct access to ChatGPT and its API.

Additionally, the training highlights that there is a shortage of AI training fees and a shortage of qualified professionals in the market. The cost of developing artificial intelligence in Russia has increased by 20–30% in 2024.
