The Ministry of Economic Development proposed new rules for digital platforms within the framework of the bill “in the economy of the platform”, reports Forbes. The document entered into the Cabinet of Ministers on February 20 will force markets to mark the goods that foreigners sell, as well as register sellers in the honest sign system if their products are subject to mandatory brands.

What will change? According to the project, the markets must indicate on the cards of the goods that the seller is a foreign legal entity, as well as to confirm its registration in the marking system. This applies, for example, shoes, perfumes, electronics and other categories, where there is a high risk of falsification. The bill also presents uniform rules for the interaction of platforms with partners: the procedure to change contracts, the provision of discounts, the pre -trial solution and responsibility for low quality goods.

Aleksey Popovich of the Rusbrand Association believes that the transparency of the data in the certificates and the labeling will help customers to avoid poor quality goods. The president of the Association of Internet Companies, Artem Sokolov, added that the sites are already cooperating with the Central Bank (honest sign operator), so the functionality of functionality will not be a problem.
Wildberries declared that they support consumer protection measures, but recalled that the responsibility for quality lies in sellers. The Central Bank is sure that the new requirements will strengthen confidence in the markets: “The main platforms have been working with the labeling for a long time, so the additional rules will only strengthen control.”
However, Avito caught attention to difficulties: the platform can always verify if the goods are subject to brands, since sellers fill the information. Alexey Egorov de JVO warned that the adaptation of platforms to new requirements would require the cost of updating interfaces and processes. “These costs can be partially transferred to vendors and buyers,” he said.
