Putin spoke about Russia's creation of a mechanism for attracting private domestic capital from IT companies at a meeting of the Council for Strategic Development and National Projects.

The president noted that Russia was not ready to finance companies that have no assets and operate without profit, but have development prospects. As an example, the president cited Ozon and Yandex, which were developed by attracting capital from abroad.

"Such companies of ours actively used, as I have already said, Western financial institutions, with which there are known difficulties today: they are inaccessible to us," the president noted.

In order for such companies to be able to raise private funds in Russia, special mechanisms must be created, Putin explained. He said that he would prepare instructions for this in no time.

Immediately after Putin's statement, Ozon receipts on the Moscow Stock Exchange added 10%, Yandex shares rose 3.5%.
