According to the current regulation structure, access to powerful chips such as the NVIDIA H100 is open only for groups of the US and 18 allied countries. Jeans or special permissions are required for other states. For countries under embargo, such as China and Russia, export of such processors is almost prohibited.
Nvidia criticizes these restrictions by saying that they accelerate the development of alternative solutions only in other countries, especially in China.
Meanwhile, the authorities are considering to change the existing system with a global licensed model. In this case, export will be regulated by interdiscard agreements. A decrease at the border for the supply of unlicensed chips is also discussed – between 1700 units per year.
