ANO Tsifrovaya ekonomika, Yandex, Sberbank, the Skolkovo Foundation and Avito believe that the creation of a single operator of digital advertising structures goes beyond the legal regulation of the Law on Advertising, threatens to create a monopoly and spread false information on the Internet in violation of the Law.

This is reported by Vedomosti with reference to a letter from the ANO, which was sent to the Chairman of the State Duma, Vyacheslav Volodin, on August 5. Yandex, Sberbank, the Skolkovo Foundation and Avito also sent letters with a similar position.

The activities of individuals in the search for counterparties, as well as in the sale of goods, works and services for personal and domestic purposes, are carried out in accordance with the Constitution and the provisions of the Civil Code, the authors of the letter explain their position . Therefore, they do not fall within the scope of the advertising law. However, if the bill passes, it will also regulate these areas.

The amendments on a single operator were submitted to the State Duma on July 8 by Artem Kiryanov, and on July 15 they were approved at first reading.

According to the amendments, digital outdoor advertising and electronic advertisements of individuals must be placed only through a resource that will be under the control of a single operator. It will also check whether advertising complies with the law, set placement prices and protect users’ personal data.

The operator will have the right to place digital advertising on state and municipal transport for 30 years and sign contracts for the installation of digital structures on state-owned land without bidding.
