The Ministry of Digital Development proposed to cancel fines in Russia for the sale of devices without pre-installed national applications, which were introduced for parallel imports, at the end of the year.
According to Vedomosti, the document amending article 14.8 of the Code of Administrative Offenses of the Russian Federation (“Violation of other consumer rights”) was submitted to the government, agreed “with the federal executive authorities concerned.”
The Ministry of Digital Development prepared a bill as part of a list of measures to support the economy in the face of sanctions.
The law on the pre-installation of Russian software on devices sold in the country, including smartphones, tablets, PCs, laptops and TVs with the Smart TV function, came into force on April 1 last year. The list of applications required for installation in 2022 includes services from VK, Yandex, Kaspersky Lab, My Office, Public Services, Mir payment system and others.
The draft law of the Ministry of Digital Development exempts from administrative responsibility the sale of devices included in the list of the Ministry of Industry and Trade for parallel imports without pre-installed Russian programs. The list of the Ministry of Industry and Commerce includes Apple, Samsung, Sony, Asus, HP, Panasonic, Siemens, Canon and other brands.
Now, the sale of devices without pre-installed Russian software entails a fine for employees (officials) from 30 thousand to 50 thousand rubles, for legal entities – from 50 thousand to 200 thousand rubles.
