The Russian government intends to support small and medium-sized businesses during the partial mobilization announced on September 21 by President Vladimir Putin. This became known at a meeting with the first Deputy Prime Minister Andrei Belousov, Vedomosti got acquainted with a copy of the minutes of the meeting.

Authorities will develop measures to support businessmen during mobilization

All the departments received the pertinent instructions, among the proposals:

  • The Ministry of Defense must provide for the possibility of maintaining the status of employer for those mobilized, proposing the necessary modifications to the law.
  • The Ministry of Defense will also regulate the provision of a two-week postponement for businessmen when calling for mobilization, from the moment they receive the call and until they present themselves at the military registration and enlistment office.
  • The Ministry of Justice and the Ministry of Economy are obliged to send proposals to the Government on the simplification of the procedure for granting powers and transferring cases, “as well as the procedures related to the change of director.”
  • The Ministry of Labor and the Ministry of Economy will develop a special procedure for the dismissal of company employees during the mobilization of the boss, whose signature is required on the documents, in addition to providing them with financial support.
  • The Ministry of Finance, together with the Ministry of Economy, must propose a procedure for the modification and termination of contracts for the supply of goods, works and services for state and municipal needs.
  • The Ministry of Finance, the Ministry of Economic Development, the Ministry of Labor and the Ministry of Construction will make proposals to freeze tax payments and other mandatory payments.
  • The Ministry of Finance and the Federal Tax Service will work on the possibility of tax exemption for those mobilized and their families.

The results of the meeting with Andrei Belousov and the proposals of the ministries are scheduled to be discussed at a meeting in the government and at a meeting on economic issues with the President of Russia.

Russian President Vladimir Putin announced a partial military mobilization on September 21. During it, 300 thousand people will be summoned. It did not include employees of the information technology sector, Russian telecom operators, the media and banks.

Later, the Ministry of Labor prepared an explanation of the rights of citizens and the obligations of employers in connection with the presidential decree announcing the partial mobilization in Russia.

The resolution establishes that companies cannot fire mobilized workers, clarifies the procedure for the payment of salaries and bonuses, the rules for the suspension of the employment contract and other issues.
