The fact that work on the bill on a single digital advertising operator will be extended is reported by Vedomosti, citing sources in the State Duma.

The deputies do not have time to prepare amendments to the document within the indicated deadline, on November 1, the source told the publication. Another source admitted that the bill would not pass at all. Some Moscow government officials adhere to the same position, the newspaper notes.

Vedomosti sources believe that the presidential administration and government officials have not reached a common opinion on the bill in a single advertising operator.

The bill on the creation of a single digital advertising operator, whose responsibilities will include, among others, control over the resource through which all digital outdoor advertising and private advertisements will be placed, passed its first reading in July 2022. Amendments to the document were to be prepared by August 13, but the deadlines were repeatedly changed.

The bill was criticized by Yandex, Avito, Sberbank and others. FAS saw in the creation of the operator the risks of abuse of authority by a company. Other market experts pointed to the possibility of a monopoly.
