The Ministry of Finance is not ready to support the allocation of 480 billion rubles from the budget for the Rostelecom project to create a national mobile ecosystem on the Aurora operating system, a source told Kommersant. However, the Ministry of Digital Transformation included it in the “roadmap” of the “New General System Software” (NOPO) until 2030.
Earlier, the Ministry of Digital Development approved 70 projects that should provide an alternative to foreign products. Thus, the government expects that by 2030, 71% of the Russian software market will be domestic.
Mintsifra told the publication that the Aurora project, for which Rostelecom had previously requested 480 billion rubles, was included in the NOPO roadmap. His passport provides for the allocation of funds from the federal project “Digital Public Administration” and the national program “Digital Economy”.
However, according to the publication’s source, the finance ministry abandoned the idea of financing the project from the budget.
One version of the NOPO roadmap assumes that by 2030 more than 75 million devices must be sold on the Aurora OS. It is intended to achieve such objectives, in particular, by limiting “financially and legally significant transactions” in foreign fixed assets. In addition, Aurora devices will be distributed free of charge to schoolchildren. It is also allowed to reduce the import of devices on foreign operating systems.
The source in the post at a major electronics supplier claims that domestic manufacturers will not invest in the project as the Aurora operating system is not ready for widespread use. The operating system needs to be improved “in terms of speed, ease of transfer to devices, the ability to work on Russian hardware.”
According to Nikolai Komlev, executive director of the Association of Computer and Information Technology Companies, Rostelecom will still have to implement the plan on its own.
“It is probable that in 2023 the government will invest mainly in priority areas such as information security, IT services for the population. The financing of the roadmap projects is more likely to take place through the developers’ own investments and guaranteed demand, rather than through direct government financing,” the expert noted.
