People think that Samsung is not using Android A/B Continuous Updates feature. Devices that support seamless updates have two system partitions. Updates are installed on an unused partition, after which the smartphone reboots to the newly updated partition, which significantly reduces the time required to install updates.
But if Samsung doesn’t use Android A/B Seamless Updates, it’s not clear why some markets require so much internal storage for pre-installed data. Affiliate applications were placed under suspicion.
For comparison, the Indian version of the Galaxy S23 Ultra (left) is 39GB, while the Dutch version (right) is 58GB:
