This feature appeared in iOS 13 in 2019, but was available for layouts in languages other than Russian. You can now wait for an iOS update or install the feature yourself.
To enable scrolling after updating the operating system, you need to go to “Settings”, select “General”, then “Keyboards”. In the list, turn on the “Slide to Enter” toggle switch.
