Hacking sites have been using new domains to bypass blocking for years. Initially, this tactic helped keep sites accessible, but nowadays, domain name changes often get a quick response from rights holders requesting that new domains be blocked. This is why in some regions there is a tendency for pirate sites to abandon their domains altogether and use IP addresses instead.
However, this approach does not save hackers, Google can still remove their site from the search engine permanently. Although doing this is not as easy as with a domain name.
