Amendments to the Civil Code should be adopted, according to which it is proposed to attribute the digital ruble to non-cash funds. Legislators also propose to clarify that payments in Russia are made, among other things, by the method of payment in digital rubles.
As reported, the main bill proposes to combine the concepts of “digital ruble platform”, “digital account (wallet)”, “participant of the digital ruble platform”, “user of the digital ruble platform”. The Bank of Russia was proposed as the operator of the digital ruble platform. The organizer will also be responsible for the security of digital rubles, the correct accounting of all data on transactions with them, managing the organization and ensuring the functioning of the future platform.
A number of other provisions have also been proposed on the content of the digital wallet contract, the procedures and features regarding its conclusion and termination, and other aspects.
If the main bill is passed, the rules outlined here will go into effect on April 1, and additional amendments must be submitted by April 14.
