The amendments imply the obligation of owners or other owners of technological communication networks with an autonomous system number to store in Russia for three years and provide information to authorized state bodies engaged in operational search activities or ensuring the security of the Russian Federation. information about these users, as well as other information about the reception, transmission, transmission, processing of audio information, text messages, images, sounds, videos or other electronic messages, the interaction of users of information systems and programs.

The authority to determine the composition of such information rests with the Russian government. The government will also determine the place and rules for storing such information, the procedure for its provision and the control over the activities of the owners or other owners of technological communication networks.

The law will enter into force on September 1, 2023.
