The Ministry of Digital Development of the Russian Federation, the Radio Scientific Research Institute (NIIR) and the FSB are discussing the development of a local eSIM platform. Based on the Russian software and hardware complex, NIIR plans to create a pilot zone that will allow operators to test the infrastructure for the operation of virtual SIM cards.
The test site is designed to determine the optimal architecture and composition of the elements of the Russian eSIM ecosystem using local developments in hardware and software systems, a national root certificate authority and an information cryptographic protection system.
The platform, which will test domestic equipment such as sensors, meters and tablets, will be compatible with both Russian eSIM chips and foreign ones that meet Russia’s information security requirements.
The Russian system will allow downloading profiles of Russian operators to smartphones and connecting new eSIMs to local cellular networks. Currently, foreign software is used for these purposes, but sanctions may force developers to revoke certificates, making it impossible to download eSIM profiles to smartphones.
