Users who have already reached this limit will no longer be able to add new files to their accounts and their files will be made read-only. The issue has been reported by users on Reddit and beyond.
The file limit is based on the total number of files stored in the user’s online storage, not on file size or type. By the way, this includes files stored in the trash, which is automatically emptied every 30 days.
When you reach your file limit, Google Drive displays a message that your account has exceeded the creation limit of 5 million items and offers to move the items to the trash and permanently delete them to make more space.
Google has yet to make a public statement on this matter.
