The Central Bank has drawn up recommendations for banks, collectors and microfinance organizations on a single mechanism for the collection and restructuring of debts from individuals, RBC reports citing Alexei Chirkov, head of the regulatory department of the service to protect consumer rights and guarantee availability. of financial services of the Bank of Russia.

We are talking about the principle of synchronizing the collection of debts from individuals who have obligations to several creditors at the same time. As Chirkov pointed out, the Central Bank wants market participants to conclude agreements between creditors with mediation. They must detail a single principle for the collection and restructuring of debt from a common customer.

Sberbank is ready to ensure the implementation of such an initiative. According to Denis Kuznetsov, a representative of a credit institution, Sberbank’s clients, as a rule, have obligations to other financial institutions. At the same time, banks use different collection approaches.

“For example, we can provide restructuring, while other banks cannot,” Kuznetsov explained.

According to the BKI (credit history bureau), 35% of borrowers have two loans at once in different banks, Kuznetsov notes. Each creditor is interested in the priority fulfillment of obligations to him, as a result of which competition begins. Some are suing, others are proposing a restructuring.

In 2022, Russian banks have become less likely to lend to citizens. In 2021, one in three applications were approved, while last year loans were issued for only one in four applications. These data are provided by the National Office of Credit Histories.
