“It is inappropriate for classified intelligence reports from one country to go through a private company’s messaging app in a foreign country. This is not about xenophobia or conspiracy. We are dealing with national sovereignty,” he pointed out on social networks.

Cappelli’s displeasure referred to an article in the newspaper. Cappelli also argued that other countries have created a complete cybersecurity framework to handle strategic communications. He even quoted an incident where emails were occupied by former president Dilma Rousseff to justify his position.

“There is no Intelligence Center in Brazil responsible for coordinating all available intelligence in different agencies. Who is the Highest Authority? There is no unity of command. When it fails, one company pushes it to another. That’s the important question,” he added.
