Mintsifra also relies on the principles of “self-regulation of the market” supporting the document, along with “Domestic Soft”, “Russoft”, APKIT and other organizations. At the same time, the Ministry of Digital Transformation will not participate in price regulation as it does not have the “authority to regulate the price policy of the sellers”.
It was noted that the price ceiling for domestic software will be regulated as follows: The price of a digital product adjusted according to Rosstat’s annual consumer price index + 15% on the same date last year. These are the numbers for 2022: the index is 111.94%, which means the estimated price cap for software developers is almost 27%. Results for the first quarter of 2023: index 108.62%, estimated ceiling price 23.62%.
But market participants are dissatisfied with such an initiative and believe it is actually a “market protest”, although the document is still advancing.
