The Ministry of Industry and Commerce plans to extend the parallel import program for one year. The mechanism will be applied to goods in which “there is a need,” said the head of the ministry. At the same time, the list of goods subject to parallel importation will be reduced.
The head of the Ministry of Industry and Trade, Denis Manturov, announced plans to extend the operation of the parallel import mechanism until 2024.
According to the official, the mechanism will be applied to goods in which “there is a need.” At the same time, the list of goods allowed to import into Russia for parallel imports will be reduced in order to motivate manufacturers, Manturov added.
The government adopted a scheme for the import of goods through parallel imports after the start of a special operation in Ukraine against the background of the departure of foreign brands and the cessation of supplies to Russia. In September 2022, it was decided to extend the operation of the parallel import mechanism until 2023.
Initially, the list of goods allowed for import included various equipment, cars, boats, but later the list changed – the goods were excluded and added.
In May, plans to eliminate parallel imports from double taxation became known. The Ministry of Finance has developed a mechanism to collect VAT on the “country of destination” principle when goods are sold through markets. This is necessary in order to eliminate the problem of double taxation for Russian sellers.
