The new taxi law is expected to come into effect on September 1, 2023, so Zotov fears there will be a shortage of carriers in a letter. We are talking about problems with the necessary number of taxi drivers to adequately serve passenger traffic.
When the law comes into force, three special registers must be created: taxi order service, carriers and passenger taxis. Such records should be created in each region of Russia. The federal state information system for passenger taxis, which will be operated by the Department of Transportation, will be responsible for collecting and processing data from regional registers. At the same time, the service for ordering a passenger taxi by law is obliged to provide the FSB with access to its databases.
Regarding drivers, a taxi driver must have a formal contract with the carrier in order to be included in the register; this could result from an extraordinary conviction and three unpaid administrative fines.
On this basis, Ilya Zotov sees a possible shortage of taxi drivers. It also points to an inadequate technical basis and a lack of regional funding, so local registers have not yet been established. Zotov stressed that it is impossible to create and start taxi registrations until 1 September this year.
