In Russia, the fine for collecting biometric data without the consent of citizens will be multiplied by five. The bill on administrative sanction for placing such data in the Unified Biometric System (UBS) received the support of the Cabinet.

Penalties for illegal collection of biometric data will be increased by five times

Bank employees involved in the collection of bioinformation will be fined for their illegal receipt of 100 thousand rubles or more. The banks themselves for a repeated violation can lose up to 1.5 million rubles, Izvestia reported.

The Cabinet of Ministers suggested that the perpetrators introduce a separate administrative article (13.11.2 of the Administrative Offenses Code) for such offenses for employees of credit institutions, since they most often collect biometric data.

The Bank of Russia will consider such cases. The Ministry of Digital Development described the initiative as a preventive measure.

Now, according to the Code of Administrative Offenses, for illegal collection, fines are imposed on officials in the amount of 20-40 thousand rubles, for legal entities – 30-150 thousand rubles.

  • In December 2022, the forced collection of biometric data was legally prohibited in Russia. The law signed by the President also prohibits discrimination against those who refused to provide their biometric data.
  • The bill on a unified biometric system, approved in third reading, has undergone modifications. In particular, the document prescribed a ban on the transfer of biometric data of Russians to databases located in other countries.
