One bill (PL) Forces mobile phones to sound similar to analog cameras when recording images It was approved by the House of Representatives Economic Development Committee on Wednesday (13). The text, which aims to prevent the actions of harassers, will continue to be examined by other committees in the House and Senate.

According to MP José Guimarão (PT-CE), author of PL 583/2020, the idea is this: Prevent malicious apps that invade privacy when recording photos and videos without authorization, as well as moral harassment. Such situations have occurred on public transport and even in seasonal rental properties.

The text amending PL 12,737/2012, also known as the “Carolina Dieckmann Law,” proposes a “sound similar to the shutter sound of analog cameras.” Playback even while shooting video. Additionally, the sound must be loud enough to be heard from a considerable distance.

In the update, the author suggests: user cannot change or disable camera sound in smartphone settings. The text also mentions that the same noise emission requirement applies to other devices equipped with digital cameras.

Mobile phones without this feature may be banned in Brazil

If the PL is approved, phones must have factory-installed functionality from the moment the rule comes into effect. Manufacturers who do not comply with the decision will not be able to sell “silent” mobile phones in the national market.

Now, The proposal will be evaluated by the Communications, Industry, Trade and Services, Constitution and Justice and Citizenship committees.. Since it is finalized, there is no obligation to review it in the general assembly of the Chamber, it must go to the Senate.

If the law is passed Brazil will join South Korea and Japan on the list of countries that require mobile phones to make a shutter sound when taking photos — Rules are similar to the national proposal, including a ban on disabling the resource. A project aimed at the same goal is being carried out in the United States.
