The Municipality of Rome a bunch of new ones approved rules for scooters: operators halved, and the number of scooters available in the city also decreased. The decision was welcomed by fierce controversy and by charges of penalizing sustainable mobility, which leaves residents and tourists at the mercy of a chaotic road network and public services that are not up to the standard of a European capital.

“According to the mayor, as far as the wild stop is concerned, the ‘unsustainable situation’ is not that of hundreds of thousands of cars in double rows,” for example, writes the page ‘Rome sucks’ with polemical notes. “No. According to him, the untenable situation is the presence of some electric vehicles parked in a confusing way. There is what is needed “clear rules for everyone for a greater urban decor”. A disturbing, embarrassing, surreal, humiliating thing for any decent citizen ».

The rules passed by the Capitoline Junta are draconian and will bring about a major change. To start with, the operators will be reduced: from 7 companies to 3. As if that were not enough, the number of scooters distributed on the streets of the capital will also decrease: there could be 9,000, of which only 3,000 in the inner city areas. Today there are 14,500. Similar story for eBikes: 12,500 to 9,000.

The Common it also plans to expand the list of areas no parkingie where the scooters cannot be parked (restrictions are imposed with geofencing). In pedestrian areas, scooters are not allowed to exceed 6 km/h, while the maximum speed is strictly limited to below 20 km/h.

As if that were not enough, in the future it will also be necessary to load an identity card to register for the services that offer scooter rental. With all due respect to those who appreciated the immediacy of the freight apps.

We have found a situation without rules and without planning and we have started to put order into practice in an open conversation with the operators, which immediately leads to tangible results. Today, we are giving the green light to rationalize the presence of scooters in the city, reduce their number and provide clear rules that promote services throughout the city and limit abuse, use, speed and parking.

said Roberto Gualtieri, mayor of Rome.
