Anpar, the Italian Association of Producers of Recycled Aggregates, sounds the alarm:

Of the 40 million tons processed today, 32 million would not comply with the new End of Waste decree, which regulates the use of inert materials, and would have to go to landfills. Only 8 million tons would remain in the circular economy circuit.

l’building it is the largest waste producer in the EU. In Italy, 68 million tons of aggregates are produced annually. Thereafter, 78% was recovered and reused for low-resistance infrastructure or concrete. Materials with a potential of to recycle more than 90%, according to the Anpar. Some of the many use sectors could include Expo infrastructure, then highways, logistics platforms, data centers, and many more.

There is a lot of inert waste and those who set the standards often don’t know the subject. About fifty codes identify the materials and their origin and the end-of-waste rule should have included them all, but the Ministry of Environment and Ispra considered only 18. In addition, limits and controls were imposed in violation of previous decrees. The technical standard should not limit any application, as it is necessary to maximize the recovery of material from waste, in accordance with environmental, social and economic rules.

Paolo Barberi, President of Anpar

Research is trying to continue to maximize the use of recovered aggregates. Some cement manufacturers are trying to replace minerals used in raw flour production with recycled materials. Consequently, there would be a reduction of Co2 emissions and the opening of a new market. Anpar asked for another meeting, a point of discussion, in September. To definitively and quickly overcome the critical issues that have been reported.
