in May 2021 Bogota was experiencing an unprecedented social boom. The legitimate demands of the various communities affected by the pandemic and poverty and, accordingly, the punitive actions of the infiltrating groups that have destroyed the city have combined.

At that time, one of the four Emergency Attention Centers (CAI) had been destroyed or burned. and citizens cried not for the end of the protests, but for the violence in the streets. Any incident threatened to set the city on fire.

And in this context, on May 17, 2021, A woman denounced that she had been sexually abused and that members of the Bogota Metropolitan Police were responsible.. He claimed that everything happened the day before. The strength of the statement alerted the prosecutor who took the case. If true, it could be a spark to make the protest more violent.

He said that between the 15th and 16th of that month they enjoyed a party with some friends and had a few beers. Also, around 11 o’clock at night, he had left the place without any fixed direction.

At that point his story was terrifying. He said he noticed a group of Venezuelan immigrants following him as he walked down the street. “Someone approached me and stole my cell phone. Then some motorized cops came. I started to cry. A policeman told me I was a protester of the marches and forced me to go with them to CAI.‘ he complained.

He also said that a cop grabbed him by the hood of his jacket when he refused. “I asked them if they were cops but they just laughed. I was just shouting. They told me I was crazy. “They were on the motorcycle and they were dragging me,” he said. Then his story got even rougher.

When the young woman came to CAI with her complaint, she said:The cops forced her to take off her clothes under the pretext of checking for drugs. “They told me women were very cunning,” she said.

He added that he felt that they were pushing him against the wall, that the police started touching his private parts and that he was using gloves. “After being abused, they asked me to get dressed and I sat in a corner crying. A female police officer approached me and said that if I wanted to report the situation, she would take me to the nearest Emergency Response Unit (URI).

The young woman said that they took her to Molinos URI where some police officers asked who was harassing her. “I told them I didn’t know and they told me how to report the case the following Tuesday, i.e. May 18, 2021.”

The alleged victim told the doctors of the South West Health Subnet even more serious truths. “The uniformed officer who searched me revealed his private parts to me, put on a condom and touched me badly. They also humiliated me and beat me, especially on my left ankle.” Given the seriousness of the complaint, the Prosecutor’s Office began to collect the most material evidence, namely urgent proceedings. The complaint had leaked to the media and threatened to turn the fuse that was already missing at the critical moment into something worse.

The first thing the investigators did was to request the victim’s cell phone database, as well as his medical history and an expert report from the forensic clinic. What is known as anamnesis is the clinical examination process carried out through questioning to identify the individual, to know their current ailments, to take a retrospective and to identify relevant family, environment and personal factors.

They also toured the places in the town of Usme between the day of the events and May 9-18, where the young woman was guaranteed to wander.

Everything had to be supported in millimeters. Actually, 31 photographic images of the place where the young woman claimed the events took place were recorded and forensic lights were applied there. They are used to find evidence at the scene of events such as hidden tracks and footprints, hair and fibres, bite marks and some injuries, biological fluids, gunshot residue, among others.

In Santa Libra, CAI cops were given extensive follow-up.
Traceability of two quadrant shifts was reviewed. “The minutes of the days in question were also requested,” the prosecutor said.

Following the investigation by the Attorney General’s Forensic Police Technical Corps It was determined that the victim was not telling the truth.

The investigation allowed two important points to be determined: first, it aimed to determine whether the events occurred as reported, and second, whether the alleged victim was telling the truth.

Through the videos examined by the investigators, the presence of the complaining citizen was never detected, both in CAI Santa Librada, the building where the events allegedly took place, and in the URI.

Moreover, in the videos of the cameras near the place where the complainant was hanging out with his friends, it is seen that he approached some motor vehicles, but after saying something he left and went to a course, and they were someone else. “With this evidence, we had to get him to tell the truth,” the investigators said.

The reported truth never existed. Also, the young woman’s injuries were not the result of what was told. “He invented everything without respect for justice and thus branded citizens as rapists without hesitation,” the prosecutor said.

Investigators had to identify the alleged perpetrators of the sexual assault that the woman was subjected to, question the presence of the police officers affiliated with CAI Santa Librada, and find out if they were there that day and time. and when the young woman said she had been attacked.

Investigators recalled that it was necessary to review the communications of uniformed officers, possibly affiliated with the CAI involved. “Although these investigations were sanctioned by a judge and the effect erased from their résumés, their privacy was breached by a lie.”

All tests confirmed that the woman was lying. “Since there was no incident, there was no choice but to file a lawsuit. Complainant lied, vague and succinct claims dismissed‘ said the prosecutor.

“This prosecutor’s office ordered that the copies to be determined by the official for the crime of unfounded complaint be certified to the complainant by the relevant unit of the Office of the Chief Prosecutor.”

Given the strength of the evidence, the alleged victim had no choice but to tell the truth. “I lied and I did it because I was afraid of having problems with my mother who has been taking care of my daughter since I stayed in a meeting with my friends, and my boyfriend who lives in Zipaquirá.”.
