Russian telecom operators have asked the government to allow them to increase rates to a level that exceeds inflation by 5% each year. Industry sources told Kommersant about this. The increase, they say, is necessary to modernize networks and ensure uninterrupted operation.

The request was made during a session on the development of the sphere until 2035. According to the publication in the office of Deputy Prime Minister Dmitry Chernyshenko, such a proposal was made by the working group on fixed communications.

The Ministry of Digital Development reported that rate indexing is allowed subject to a series of requirements. First, operators must provide a differentiated approach that guarantees the availability of communications for all citizens.

Second, rate increases must be gradual. In addition, the government can invite operators to sign binding investment agreements.

Last year, the Federal Antimonopoly Service repeatedly accused the operators of unreasonable price increases. In October, the FAS acknowledged that MTS violated antitrust laws.

The service made a similar decision in relation to the operator Megafon.
