It is stated that 37% of the submarines are not put into service due to long repairs. That’s 2x more than the army wanted.
The military itself is dissatisfied with the situation and says the shortage of submarines “has led to a reduction in forces performing daily tasks, potentially putting increased operational pressure on other ships.”
The navy command claims that the negative picture was developed due to insufficient “planning, material availability and the work of the shipyards”.
