The Ministry of Digital Development proposed allowing Roskomnadzor to restrict access to sites with information on how to bypass the block. The document addressed to Prime Minister Mikhail Mishustin was published on September 1 and the public discussion process will last 15 days.

Roskomnadzor will be able to block websites that help bypass blocking

The government decree is published on the portal of projects of regulatory legal acts. The document proposes to block sites that contain “information on ways and methods of providing access to information resources and (or) information and telecommunications networks, access to which is limited on the territory of the Russian Federation.”

In July, the State Duma Committee on Information Policy approved a similar initiative. Then the United Russia deputy Anton Gorelkin amended the laws “On Communications” and “On Information, Information Technology and Information Protection”, which, among other things, included a ban on advertising VPN services.

In August 2023, failure cases in large VPN services became more frequent. However, amid the blocking of some apps, demand for others has grown: as of mid-August, VPN services accounted for a third of the most downloaded apps on iOS.
