Deputies of the State Duma Transport Committee, with the participation of the leader of the A Just Russia association, Sergei Mironov, proposed introducing license plates and liability under the Code of Abolition of Offenses (CAO) and the Criminal Code (CC) of the Russian Federation for electric scooters.

The proposal is related to the increase in the number of accidents using personal mobility aids (IMs). As a result, there are already 12 people in Russia, including one imperfect one. In addition, 1,082 citizens were injured, including 432 children under the age of 16.

Sales of personal mobility aids in Russia almost doubled. Unfortunately, the rear rise in popularity is leading to an increase in the number of emergencies. The number of accidents involving them in 2022 increased by 40%. In the first half of 2023, the number of accidents compared to the same period in 2022 increased by 181.9%, the number of victims – by 183.2%.

Today, the Code of Administrative Offenses lacks rules on the responsibility of persons managing individual mobility. Due to the high degree of traumatic risk resulting from treatment, a decision will be made to include in the Administrative Code and establish liability for such persons in relation to drivers and recreational measures.
