On September 4, a meeting with Russian electronics manufacturers and component developers took place at the Ministry of Digital Development. The participants discussed the possibility of changing the current version of the “point system”, which determines the degree of “national” radio electronics, Kommersant reported.

Russian developers asked to soften the requirements of the scoring system.

The companies are concerned that starting next year, in order to fall under the definition of “domestic production”, it will be necessary to use boards made not in China, but in Russia. According to the manufacturers, there are not enough of them on the market. And without registering in the registry, companies will lose their advantage in public procurement, so they ask to freeze these requirements.

The general director of the Concern of Manufacturers of Printed Circuit Boards, Vladimir Semenov, stated that currently manufacturers can only meet 10% of the needs of the civil sector in terms of printed circuit boards. Electronics manufacturers are willing to expand their own production of motherboards, but this will take time, say market participants.

  • In September 2022, Prime Minister Mikhail Mishustin approved a draft resolution on a scoring system for determining the level of “domesticity” of radio electronics. Points are awarded for each technological operation in production. When a sufficient amount is accumulated, the team is recognized as national. Switches, routers, radar equipment, set-top boxes, etc. are included.
  • The Ministry of Industry and Trade after April 1, 2023, due to the introduction of a points system, halved the list of electronics from Russian manufacturers. The registry now contains more than 4 thousand products, and before April 1 there were 7.7 thousand.
