To develop the domestic software industry, the expert recommends investing in local developments with government support in the form of providing benefits to developers and stimulating demand. As a precaution, tax breaks for IT companies and their customers are also proposed, as well as restrictions on the use of foreign software in the presence of Russian alternatives.
Serditykh said that although a complete change is not possible in every field, a goal should be set to reduce dependence on foreign software to below 50%, and even lower in sensitive industries.
The most important components of this transition are the creation of the user base, operational history and qualified workforce, as well as the promotion of domestic products and the creation of suitable working conditions for IT specialists.
