The Russian Cabinet of Ministers has drafted a resolution amending the Rules for centralized management of the public communications network.

According to the new rules, the list of threats in the communications sector is completed with a clause on access to resources and instant messaging to users only with identification.

Currently, signing up for the service requires a mobile phone number; This allows the owner of the account to be identified. The Cabinet of Ministers clarified that scammers often resort to DEF numbers of foreign telecommunications operators. They are rented and in no way indicate the user by number.

The government believes the temporary number allows attackers to spread illegal information and carry out fraudulent schemes.

The Fragment service, launched by Pavel Durov, may be banned. It allows registration on Telegram through a virtual number purchased with the Toncoin cryptocurrency.

Since the start of the crisis in 2022, the demand for renting virtual numbers from foreign operators has increased considerably among Russians. This is due to the fact that many Western services, for example Netflix, joined the sanctions against Russia and prohibited the registration of accounts with Russian numbers. Renting DEF allows you to avoid restrictions.
