The Ministry of Industry and Trade has made a proposal to extend the deadline for the import of foreign equipment with cryptographic encryption functionality until the end of 2024. It is proposed to make changes to the government decree regulating the import of encryption tools, signed in May 2022. According to the document, the period for parallel imports of such devices is extended until the end of 2023.
The main purpose of these changes is to reduce the risks associated with the dependence of Russian importers on foreign manufacturers of cryptographic tools. These funds play an important role in the production of electronic equipment of some companies that are key to the Russian economy.
The Russian President legalized parallel imports in June 2022, and this project proposes to extend this mechanism until 2024. As part of parallel imports, goods that are legally imported to third countries but are not allowed to be imported into Russia by manufacturers are allowed. This list includes electronics, brands, auto chemicals and tools necessary for the Russian industry.
