The State Duma approved in third reading a bill increasing excise taxes on wine from May 1, 2024 and on tobacco from January 1, 2024, Interfax writes.
- From the document it follows that excise taxes on wine in Russia from May 1 next year may amount to 108 rubles per liter, three times more than planned for 2024 – 35 rubles per liter. In 2023, the excise tax rate is set at 34 rubles per liter. In 2025, the price will increase to 112 rubles per liter, in 2026 – to 116 rubles.
- The excise tax rate on sparkling wines, including Russian champagne, will also increase. From May 1, 2024, a three-fold increase is expected – up to 141 rubles per liter. In 2025 it is expected to increase to 147 rubles, in 2026 to 153 rubles. This year the rate of excise tax on these wines is 45 rubles, by 2024 it was planned to be 47 rubles.
The changes to the Tax Code also provide for an increase in excise taxes on tobacco and tobacco products.
- From January 1, 2024, an excise tax on tobacco of 4.4 thousand rubles is proposed, in 2025 – 4.6 thousand rubles, in 2026 – 4.8 thousand rubles per 1 kg. Previously, it was assumed that in 2024 the rate would be 4.28 thousand rubles, in 2025 – 4.4 thousand rubles per 1 kg. This year the price is 4.1 thousand rubles per 1 kg.
- The excise tax on cigarettes and cigarettes may be increased from next year to 2.8 thousand rubles per thousand pieces plus 16% of the cost, which is calculated on the basis of the maximum retail price, but not less than 3.82 one thousand rubles per thousand pieces. from 2025 – up to 2.9 thousand rubles, taking into account 16% of the estimated cost (but not less than 3.9 thousand rubles per thousand pieces), from 2026 – 3 thousand rubles plus 16% of the estimated cost (but not less than 4.11 thousand rubles per thousand pieces).
- It is proposed to set the excise tax on tobacco (tobacco products), intended for consumption by heating, at 9.36 thousand rubles per 1 kg, for 2025 – 9.74 thousand rubles, for 2026 – 10.1 thousand rubles. From March 1, 2023, such tobacco will be subject to excise tax of 8.66 thousand rubles per 1 kg.
- Starting in 2024, it is also planned to increase liquid excise tax rates for electronic nicotine delivery systems. In 2024 – in the amount of 42 rubles per 1 ml (now 21 rubles), in 2025 – 44 rubles, in 2026 – 46 rubles per 1 ml.
According to estimates, the result of the increase in excise tax rates on these products will be the entry of an additional 39 billion rubles into the federal budget in 2024, 52 billion rubles in 2025 and 59 billion rubles in 2026.
Previously, the Kommersant newspaper, citing WineRetail, reported that the triple indexation of excise taxes on wine “will actually put an end to the wide range of cheap wines in convenience stores.” This will mainly affect imported beverages.
The Union of Alcohol Producers (Rosspirtprom, ASG, Novabev Group, Ladoga, etc.) also proposed in September to increase the minimum price for vodka by 7% in 2024. The union estimates that production costs will increase by at least 10% this year. Increasing prices, in his opinion, will avoid reducing production and selling below cost.
In the summer, the Ministry of Economic Development proposed increasing duties on imports of wines from hostile countries by 1.5 times, from 12.5% to 20%, but not less than 1.5 dollars per liter.
