The agency recently updated its list of unblocking VPN services, which also includes the Shadowsocks protocol, created in China to bypass local ISP blocking systems.

Russia’s ItHelper service was also blocked. Thus, Roskomnadzor plans to block 49 types of services and protocols, including Shadowsocks.

A feature of the latter is that it hides traffic, making it difficult to detect and block.

According to sources, Roskomnadzor is also trying to create “white lists” of VPN services and protocols to minimize the risk of corporate networks being blocked.

This became the case after experiments in blocking certain protocols in May and June 2022 led to widespread problems in the operation of VPN services in Russia.
