This is regulated by the Outer Space Treaty (OST). The document was adopted in 1967 to streamline the space race of the superpowers (USA and USSR) and move it in a peaceful direction, since it was not clear which side would win. And the law was passed so that no one could claim the Moon.
Neither party may object to these provisions and consolidate its own claims to supremacy and intentions to possess property on the Moon or otherwise lay claim to resources or territories.
