Altman has already met with potential partners and informed them that launching chip production would be impossible without approval from US authorities.
Bloomberg notes that OpenAI may face difficulties launching microprocessor production. One of them is antitrust controls, as Altman will likely create a company separate from OpenAI to issue shares.
